EAGLE II: Enterprise Acquisition Gateway for Leading Edge Solutions II - Team Octo
The Department of Homeland Security (DHS) is perpetually adapting in order to unify our Nation’s efforts to prevent terrorist attacks, respond to domestic threats and hazards, and secure our borders. The Enterprise Acquisition Gateway for Leading Edge Solutions II (EAGLE II) contract will enable mission success through timely, cost effective, innovative IT solutions. Functional Area 2: Information Technology Program Support Services include Program Management, Process Improvement, and Performance Management.
Team Octo will approach Program Management as a risk management discipline with a focus on the people, process and technologies involved. Understanding and managing the complex interaction of these three factors is critical to the success of any IT initiative and the mitigation of associated risks. Our approach relies heavily upon working as a true partner with our client to ensure that we are consistently meeting our contractual objectives while providing comprehensive performance management transparency. Team Octo brings a blended mix of prime IDIQ experience, unique DHS customer knowledge, innovation and lessons learned along with robust corporate infrastructure to support EAGLE II throughout the life of the contract. Octo’s Core Team consists of four other small businesses with stellar performance records spanning all EAGLE II Functional Category 2 (FC2) service areas. Each Core Team member has relevant corporate experience, including work with DHS spanning a broad range of components and missions. Octo specifically selected these partners because their complementary areas of expertise, and prior established working relationships with each. Our partner companies have earned a reputation for high quality work, evidenced by awards and recognition, including letters of commendation, superior White House Dashboard scores, and Certificates of Achievement.
Capabilities and Innovation Highlights:
- Octo Consulting Group: OSHA has contracted Octo Consulting Group since 2006 to provide Program Management support in the transformation and lifecycle replacement of its legacy mission system. The next generation OSHA Information System (OIS) will be OSHA’s sole mission system for enforcement, investigations and case management; therefore, enabling agency needs to be met for the next decade. This is the single largest transformation effort in the history of OSHA. Octo was able to provide the resources needed to support this custom-built case management application. OSHA employees will have flexible and powerful analytical tools to track, manage, and mitigate injury, illness, and fatality trends at the local, state, and national levels. The benefits have been numerous: OSHA can better enforce a safe work environment, reduce workplace injury, and increase productivity; consequently, saving American worker lives.
- Compass Systems Consulting: Compass provided support to the Customs and Border Protection (CBP) Office of Technology Innovation and Acquisition (OTIA) Systems Program Office (SPO) by focusing on improving the organizational performance by assessing and enhancing strategies, processes, and procedures. The approach used at CBP can easily be applied across all DHS Components and the work being performed by OTIA is aimed at being leveraged by other areas of DHS. Compass’ program management services ensure that solutions are integrated into the overall organizational and programmatic infrastructure for optimal improvement in performance. Over the past 3 years, 4 Compass employees have received 11 Certificates of Achievement for outstanding service and dedication to Customs and Border Protection. Furthermore, Compass has consistently received recognition for its high quality work as evidenced by the 3 separate contracts awarded, extending the base contract to over $9M.
- Excentium: Excentium strengthened the Cybersecurity and Information Assurance of the US Military’s multi-billion dollar enterprise Electronic Health Record (EHR) system. They represented the Government on all aspects of IA and Cybersecurity and worked with other vendors to identify vulnerabilities to the confidentiality, integrity, and availability of Defense Health Information Management System (DHIMS) systems. Their seasoned professionals developed sound mitigation strategies for identified vulnerabilities and aided in developing Plans of Action and Milestones (POA&M) for vulnerability remediation. Excentium worked within, and outside of the organization, to establish strategies for disaster recovery and Continuity of Operations. Excentium participated in implementing the President’s Data Sharing Initiative. Their participation resulted in the development of converged Cybersecurity and IA requirements that enabled the transfer of patient information between the VA and DoD. Due to their ability to provide experienced professionals, and their capacity to provide superior Cybersecurity and IA services, they were awarded over $1,000,000 in additional work in support of DHIMS.
- Heran Consulting: Heran Consulting used its expertise in program management, training, IT, and supply chain security to develop a multi-media and interactive training module for the Operation Secure Transport (OST) program of the Transportation Security Administration’s (TSA) Highway and Motor Coach (HMC) division. OST is a training program for motor coach and bus operators that is focused on increasing threat and risk awareness as well as first responder communication and information sharing. The scope included developing several interactive e-learning training modules; integrating with and re-engineering the First Responder communication process; and, developing a certificate of completion to ensure the required competency and change enablement were achieved. Also, Heran managed subcontractor Van Beek Systems, a firm with past experience at the TSA.
- JPI: JPI provides the Command, Control, Communication, Computers and Information Technology Service Center (C4IT SC) with life cycle program and project management, performance monitoring and management, strategic planning and organizational transformation consulting. These management and planning capabilities are coupled with an expertise in program management tools and directly supports C4IT-SC’s role in strengthening and unifying the USCG’s ability to share information internally and with outside agencies. JPI plays a critical role in this effort by acting as the USCG trusted agent coordinating six interdependent work streams including portfolio management, call center consolidation, and implementation of the USCG program management toolset. Coordination occurs across 14 locations and multiple organizations: the HQ USCG, the Centers of Excellence, CG-1, CG-4, CG-8, OPM, DOL, and Civilian Personnel Unions. JPI’s ability to advance the USCG goals of enhanced information sharing; improved transparency and efficiency; process improvement; capital investments; and service consolidation demonstrates JPI’s capability and expertise in IT management and consulting.
