Mr. Sanghani is the President and founder of Octo Consulting Group, which is a boutique management consulting practice made up of highly experienced industry veterans dedicated to solving IT management issues within the Federal government. He has over 12 years of management consulting experience leading and delivering complex IT strategy and business transformation engagements at leading Global 100 corporations and numerous agencies within the United States Federal Government. Specifically, Mr. Sanghani has proven experience engaging with these organizations' most senior business executives as both a project manager and dedicated account manager.

Mr. Sanghani was previously an Associate Director with Gartner, Inc.'s management consulting practice leading numerous strategic IT consulting engagements with Federal CIOs and other Federal IT executives within the government including the United States Army, the United States Department of Agriculture, the Department of Homeland Security and the CIA—along with numerous other Intelligence agencies. Mr. Sanghani was also previously employed as a strategy and technology consultant with Booz Allen Hamilton. There, he led IT systems development engagements within the Federal space including key efforts with the Department of Defense, the Department of Agriculture, NASA and the Department of Justice. He was also previously employed as consultant in the San Francisco Bay Area’s Silicon Valley with several leading software vendors—PeopleSoft, Inc and Commerce One, Inc.—where he led implementation efforts in support of large scale ERP/COTS software deployments. During his time there, Mr. Sanghani served as a project manager leading several major enterprise software deployments with a number of prominent Global 100 corporations such as General Motors, General Electric, Citibank, Columbia/HCA, Lockheed Martin and Tyco International.

Mr. Sanghani holds a Top Secret security clearance with counterintelligence background investigations and also holds a Project Management Professional (PMP) certification from the Project Management Institute. Mr. Sanghani acquired three separate bachelor's degrees in five years from Virginia Tech and has completed executive business education courses at the prestigious Wharton School of Business and the Stanford Graduate School of Business.

Jack Arthur is on the management team at Octo Consulting Group and provides consulting advice to U.S. Government Agencies and other organizations such as the United Nations Food and Agricultural Organization, United Nations Statistical Division, World Bank and Government of Qatar. Mr. Arthur's focus is providing consulting services as they relate to information technology and information management needs.

Mr. Arthur is retired with 36 years of experience in the U.S. Government, where he has broad experience in senior executive service positions with several federal agencies including the Office of Management and Budget (Associate Director for Administration), USDA Forest Service (CIO) and the Department of the Interior (Special Assistant to the Assistant Secretary). Mr. Arthur is also a member of the Board of Directors of the Center for Internet Security.

Mr. Arthur was born in Los Angeles, California. He received his bachelor's degree from the California State University at Fullerton and a master's degree in physics from the University of Washington. He is the recipient of numerous awards and honors, including the United States Senior Executive Service Presidential Rank Award for Meritorious Executive.

Brian Swenson has been with Octo Consulting Group since 2006, and is part of the management team providing consulting advice to the FBI, Census Bureau and other key accounts. Mr. Swenson has more than 12 years of experience supporting the Federal Government in the areas of investment management, data center support, program quality assurance, performance-based acquisition support, as well as program and project management.

Most recently, Brian’s experience has focused in data center support where he assisted in transforming the Department of Commerce, Bureau of the Census data center through establishing operational quality assurance processes and leading an engagement focused on standing up a new organization that is focused on institutionalizing operational and quality assurance processes and practices, redefining the organization to include roles and responsibilities and implementing the practices through a robust change-management framework. Brian is also serving as an Engagement Manager for the FBI account that is providing application portfolio management support focused on assessing the systems, applications, networks and databases that exist within the current environment which are then housed in an FBI-wide repository to provide visibility and transparency across the Enterprise. Under Brian’s leadership, the program has identified over $31.4M in IT asset retirement and consolidation.

Brian was previously an Associate Director with Gartner, Inc.’s management consulting practice leading numerous strategic IT consulting engagements with Federal CIOs and other Federal IT executives within the government. Brian has previously worked with the U.S. Department of Agriculture (USDA) to provide performance-based acquisition management support through capturing requirements and facilitating the development of a performance-based solicitation and served in key roles within numerous large-scale program management offices at OSHA, USDA and the Department of State to oversee the implementation of large-scale enterprise solutions.

Mr. Swenson acquired his bachelor’s degrees from the Pennsylvania State University, has a graduate certificate from the prestigious Wharton School of Business and is ITIL v3 certified.

Jiten "Jay" Shah is part of the management team at Octo Consulting Group and has over 12 years of management consulting experience within architecture and IT strategy engagements in numerous agencies within the United States Federal Government, as well as the financial services and health care industries. He has extensive experience managing complex projects within Enterprise Architecture engagements that focus on Service-Oriented Architecture strategy development. As part of the management team at Octo, he is responsible for managing our practice areas and solution offerings.

Jay was previously a Director with Gartner, Inc’s management consulting practice leading and delivering a number of strategic sourcing, architecture, critical program management, and IV&V engagements to Federal CIOs and other senior IT leadership within the government at the United States Department of Treasury (IRS, DMS, and Mint), Department of Education, Department of Transportation, Department of Housing and Urban Development, National Institutes of Health, Department of Interior, and Defense Logistics Agency.  He served as the overall account manager for all consulting work at Amtrak.  While at Gartner, Jay was recognized as a subject matter expert in Service-Oriented Architecture within the Federal sector, presenting at vendor-events and co-authoring Gartner research on the topic.  Jay was also previously employed by Cap Gemini, formally Ernst and Young, LLP, as a Senior Consultant where we led a number of application integration and software development projects, gaining experience in all aspects of the software development life cycle and development best practices.

He received a bachelor’s degree from the University of Pittsburgh, as well as an MS in IT Management and an MBA from the University of Maryland. He is ITIL v2 Foundation Certified and a Certified Project Management Professional.
